WordPress’s visual editor, TinyMCE, is to blame for this one. It removes all <br> and <p> formatting tags upon publish.
If you would like to work around this, try the TinyMCE Advanced plugin. At the bottom of the options for the plugin (Dashboard, Settings, TinyMCE Advanced) you will find the “Stop removing the <p> and <br /> tags when saving and show them in the HTML editor” option. Check that box and you’re all set!
